I checked the exact output using a packet sniffer.  The content is the correct content, but uncompressed, even though apache sends the "Content-Encoding: gzip" header.

Bug 17629 looks like it may well be related.  Unfortunately, that bug has been open since 2003 (!) and none of the comments suggest a workaround as far as I can see. :-(
