I'd suggest searching yourself, and if there isn't one, creating an enhancement request in bugzilla (http://httpd.apache.org/bug_report.html) so this doesn't get forgotten. It seems worthwhile to me to check in configtest whether it looks as if Apache will be able to create or write to the log files. Apache already tests whether things like ServerRoot and DocumentRoot exist during configtest.
