As has been pointed out already, this is a very complex requirement, best handled by another component (ie, not the webserver). The HTTP RFC doesn't consider request priority so what you want to do would require extensive engineering. It is a major project that a skilled engineer might spend weeks on.. I do not think you will solve it as a novice, just asking questions on a list. I'm also not convinced you have a real motivation for wanting this - do you really have a case where clients are having to wait a long time for a response?
