what user/group is httpd running as? have you verified that httpd has
read access to the site directory and its contents?

Apache is running as www-data user and all the folders in question are
having 777 permissions.

My apache configuration is "Apache/2.2.11 (Ubuntu) PHP/5.2.6-3ubuntu4.1
with Suhosin-Patch mod_python/3.3.1 Python/2.6.2 Server at localhost
Port
80".
and how are you pointing your browser at your web instance? IOW, what
are you typing into your address bar

http://localhost/~myusername/ opens the list of folders inside public_html
of which site/ is one. There are files and subfolders inside site/ like
index.html and a py/ folder.

But when I click on the displayed site folder, I get the previously
mentioned error.

Also how can I debug such errors?
typically logs/error_log or some other place you might have directed
them to.

There is no information on this issue in the logs even after setting the
LogLevel to debug.

That is just about impossible, if you are getting a 404 error.
You are probably looking at the wrong logfile.
