I'd do something like:
RewriteCond %{REQUEST_URI} !.*\.html$
RewriteCond %{REQUEST_URI} !.*\.jpg$
RewriteCond %{REQUEST_URI} !.*\.png$
RewriteRule ^/(.*)$ /error.html [P,NE,L]
