I presume you refer to the "Basic authentication" kind of browser dialog.
Then the answer would be : probably not.
That's one of these things that awaits a HTTP 2.0 protocol redefinition, to properly be centered around Unicode instead of ASCII.

Longer answer :
This dialog is mostly built-in into the browser. The browser displays it, when it gets a 401 response back from the http server (Authorization required, type Basic). The only element in that dialog that comes from the server, is the "realm", which the browser usually displays in the title bar of that dialog. That "realm" comes to the browser as a HTTP header of the response, and currently HTTP headers, for all intents and purposes, are limited to ASCII.
