No, have a look at the documentation, e.g.
http://httpd.apache.org/docs/2.2/en/howto/auth.html

As far as authenticating against an Oracle database there's
http://oskin.ru/mod_auth_oracle.html though I've not tried this
myself.
The ones for mysql http://sourceforge.net/projects/mod-auth-mysql/
or postgresql http://authpg.sourceforge.net/ are more common.
