Thanks to Sheldon Ross and Eric Covener for answers that finally pointed me in the right direction. My problems were many: My <Directory> sections had incomplete matching of pathnames. This meant that they actually weren't matching at all. My <Directory> sections had (in some cases) pathnames that didn't exist on the target system. My <Directory> sections had incorrect Options lines in them. This wasn't affecting the Auth, but it was killing SSI once I got the section names sorted out. Thanks for your help.
