Hi.
I don't really know, because supposedly you are talking about Apache running as a Service, and that might depend on the "service wrapper" used. But, if you go to the /bin directory of where Apache is installed, in a command window, and enter "httpd -h", it shows options which presumably work under Windows too. One of these options is "-k restart", which might do what you want. Whether it works with an Apache while it is running as a Service I don't know, but it may be worth a try.
