KeepAlive was the fix. The problem that remains is apparently Apache doesn't know what to make of the --require-membership-of= switch for ntlm_auth. Anyone know of a way to make this work, presently I am using the 'Require valid-user' directive but hoped to make it more granular based on group membership alone. 'Require User <...> works, but 'Require Group <...>' errors with no valid handler?
