Download the two files using wget or curl and run md5sum on the files.
That'll tell you whether or not those files are the same.

Maybe an FTP transfer in text mode garbled one of the files.

The image does not play from the website where it is shown in a frame
from an html file...

Maybe a separate issue, related to HTML - nothing to do with Apache.
