htgroups: how to restrict a subdirectory differently than it's parent?

We are using Apache 2.0.52, and for various reasons it would be difficult to
upgrade.

We use htgroups to restrict access to a set of directories, but we need to
differently restrict one inside of another.

So for instance, We have dir "top" and top allows in users a,b,c to anything
below.

top contains dirs one, two and three.

We want one and two to follow the controls that are on "top", but for three
we want only user c to be able to see it.

To further complete the example, we have two groups, "users" with a,b,c and
"secret" with c. 

Having location or directory files that set the required group seems to
either allow all of users to see "three", or no one, depending on the order.


Could anyone advise me?
