httpd.conf character encoding

Hi,

Which character encoding does httpd uses when reading httpd.conf? And a related question, if I want to alias a URL containing some UCS characters, am I supposed to use UTF-8 or percent-escaped UTF-8 in the corresponding "Alias" directive?
