KeepALives off is a BAD idea. You should turn them on. In fact, I would bet my semi-pro reputation that this may be your big issue with the SSL slowness. It may not be ALL the issues since you are using dynamic content which brings a host of perf issues. Read that link and tune KeepAlives.
