ipcs -s | grep apache | perl -e 'while (<STDIN>) { @a=split(/\s+/);
print `ipcrm sem $a[1]`}'
service httpd restart

This sounds more like a HACK, rather than a solution.

That's not swap it's cleaning up!

Almost certainly a (badly) buggy app leading to lots of crashes.
Or just leaking semaphores.
