Re: aptmpZbGOTJ files in apache CacheRoot

The server was shutdown via apachectl stop.  ~50,000
of those files remain in CacheRoot.  Server restart
and still those files remain.  Seems like a bug.
Unless there's some other mechanism that's supposed to
take them out of their "temporary" state.
