Forgive me if this > has already been asked a bazillion times. The most likely explanation is that your ISP is blocking inbound port 80 requests. Try changing to some random high-numbered port and see if that helps. If your ISP is really evil, it may be doing other blocking as well. Are you allowed to run servers? As for your second question, there are all sorts of sites on the web that will grab a web page for you so that you can tell if it is accessible. For example, you could use the w3c validator: http://validator.w3.org/ Even if you don't care if the page is valid, the validator can still tell you if it is accessible.
