Error starting Apache 2.2.8 on Windows

Trying to get Apache 2.2.8 working with subversion 1.4.6 on Windows Server 2003 R2.

It works fine when run interactively, but if I use the Apache monitor application I get an error: 

szAppName: httpd.exe szAppVer: 2.2.8.0 szModName: libapr-1.dll szModVer: 1.2.11.0 offset 0001e06

There's nothing in the error log when ran interactively and I tried running interactively with -X and still nothing in the error log.

I assume it's some form of permission error as it works perfectly interactively, but I've checked the permissions of Local System on the directories and it has Full Control, so I'm a bit confused.

Any help gratefully received.
