I discovered this thread while googling for the same issue, here is a
solution in case it hasn't been pointed out:

In httpd.conf:
RewriteMap escapemap int:escape

In .htaccess:
RewriteRule ^foo/(.*)$ http://127.0.0.1:1234/bar/${escapemap:$1} [P,L]

(The [B] option in later versions of apache should also fix it)
