The problem is your test.  You are refreshing the page using the
Refresh/Reload command, which forces reloading from the server.  A
proper test must open the page without forcing a reload.  The best
method is to follow a link to the page.  Another method is to set the
browser's Address bar, then press return or click the Go button.
