Windows compile of Apache 2.0.61 with SSL fails...

I tried compiling Apache 2.0.61 on Windows with ZLIB and SSL and the build fails.
 
I receive the following error:

I noted that the file "..\..\srclib\openssl\inc32\openssl\fips.h" does not seem to exist in my openSSL build. I also proceeded to build without ZLIB merely to rule out any issue it could be causing and the build still fails with the above error.
 
I'm trying to build with openSSL-0.9.8e but also tried version d to see if it was a compatabilty issue. Version d failed also.

However, deleting the support\abs.dep file from the apache directory did not resolve the issue.
 
Anyone else experience this problem or can possibly provide some guidance?
