How to use both %2B and '+' in a url?

I noticed a problem (bug?) that Apache decodes the incoming string % 2B into a + sign, but it does not encode the + sign itself.

Let me show you why this is a problem: I have a Rails application that encodes the url "www.supersaas.com/account/jo jo+jack" as "www.supersaas.com/account/jo+jo%2Bjack". So far so good, and no problems in my development environment where I use Mongrel. However, when I feed this url to Apache I see in the rewrite log that it translates this in to "www.supersaas.com/account/jo+jo+jack", and it gets passed on to the Rails application with two + signs, which results in an error.

Can anyone think of a way to get around this problem?
