Let me show you why this is a problem: I have a Rails application that encodes the url "www.supersaas.com/account/jo jo+jack" as "www.supersaas.com/account/jo+jo%2Bjack". So far so good, and no problems in my development environment where I use Mongrel. However, when I feed this url to Apache I see in the rewrite log that it translates this in to "www.supersaas.com/account/jo+jo+jack", and it gets passed on to the Rails application with two + signs, which results in an error.
