Your handler is pretty much illegible without formatting, but it
looks like a basic cgi- or php- style hack.  What you're looking for 
is a filter module.  There are filters that will do what you want
at apache.webthing.com, and there are articles at apache.org,
apachetutor.org, and elsewhere.
