strange request

Hi,

recently we had some strange request from a client of ours with a very 
strange request. He wants that on a webserver:
 1. users coming from 10.10.10.0/8 to have access
 2. users coming from any other place to be forced to give a 
username/password via mod_auth .
 Do you think it is possible ?
