I have not read all of your post but I am aware that Apache's
support of many accepted environmental variables is exceedingly poor.
The following is taken from an earlier post of mine:
Mounting the following
file allows any browser to see all the active environmental
variables:

<title>Environmental Variables</title>
</head>
<body>
<pre><!--#printenv --></pre>
</body>
</html>
