The manual says AddDefaultCharset requires the 'FileInfo' override.

You set 'AllowOverride all' but you set it in subdirectory
/opt/opencollab/trunk/public instead of the location where the
.htaccess applied (one directory up).

Try adding a directory block to cover  /opt/opencollab/trunk/ and a
more permissive AllowOverride value at that level
