First - look in the error log to see the exact reason why it is Forbidden.

Next - This is a cgi-bin directory so you shouldn't have "Options Indexes" set - you can't list a cgi directory for security reasons. BTW, you don't need "Options ExecCGI" either - the ScriptAlias is sufficient. So - just remove the Options line altogether.

I see what you're trying to do, but I'm not sure that DirectoryIndex works in CGI dirs..
