Overriding directory directives

I have the following:

<Directory />
    AllowOverride None
    Order Deny,Allow
    Deny from all
</Directory>

<Directory "/srv/www/htdocs">
    Options -Indexes FollowSymLinks MultiViews

    AllowOverride None

    Order allow,deny
    Allow from @apache.allow.from@
</Directory>

<Directory "/srv/www/htdocs/documents">
    Options Indexes FollowSymLinks MultiViews

    AllowOverride None

    Order allow,deny
    Allow from @apache.allow.from@
</Directory>

I basically want an index view for /srv/www/htdocs/documents, but
nothing else. It seems the first directive is overriding the second, is
this correct? How do I resolve this?
