I actually found it, I think, in a zip file at Apache Lounge, but as yet I'm not sure what to do with it.

My goal is to compile the new mod_httpBL module from Project Honeypot. I also tried it with Visual C++ 2005 Express, but it was missing a WIN32 #define and apparently quite a few header includes.

I don't know of an ASPX binary.  I know of apxs, a tool to compile modules
in conjunction with a c compiler and linker.  I know of mod_aspdotnet which
runs ASP.NET apps (under .NET 1.1).
