403 Forbidden

I am getting a 403 Forbidden error when I attempt to access the MySQL
admin tool, phpMyAdmin. It is a set of php scripts installed
in its own directory under the web root directory -
/var/www/html/phpMyAdmin/
The program is supposed to be accessed by pointing a web browser to the directory -> example.com/phpMyAdmin/
but I get an error in my error log when I try this: client denied by server configuration: /usr/share/phpMyAdmin/
If I put a php script in the web root, /var/www/html/, I can
run it, but when I copy it to the phpAdmin/ directory it gives me this
error 403. The error log in /var/log/httpd/error_log shows this error
message:
[Tue Jun 19 15:43:08 2007] [error] [client 172.17.2.136] client denied by server configuration: /usr/share/phpMyAdmin/first.php
What's up with that? Why is is looking in /usr/share/phpMyAdmin? Even if I copy the file there, the error persists.
The permissions for this director are: drwxr-xr-x 11 root root 4096 Jun 19 16:01 phpMyAdmin
There must be some kind of redirect going on. BTW, just to rule it out, I have disabled SELinux.
I had this working a couple of days ago before I upgraded MySQL to the 64-bit version.
