I am wondering why I can access index.html, but not any of these graphic
files.

Possibly because of its small size.

This sounds conspicuously like a network issue. As I said, it is very
unlikely to be related to apache config. Graeme provided some useful
debugging questions, but you should be looking lower down in the
network stack than apache.
