First step: don't. At least, don't try generating the pdf while the
user is waiting for a response. Doing so would lead to your server
slowing to a crawl when > not many requests happen concurrently. A
better idea is to add the generation requests to a queue, possibly in
a database if you're already running one.

As for generating the PDF itself, I wouldn't know. The ASF host
several java-based solutions along these lines though including FOP,
Xalan & Forrest.
