This only affects memory that has been specifically malloc'd by apache.
If PHP is forking a process that then leaks memory, killing the apache
child process might not free it..

Aha... That strongly implies that it's PHP that's leaking. The
performance dip occurs when the leak fills up the available memory so
then the process has to start swapping to disk - and that's slow. It
will take longer for the leak to fill up the memory so you won't see the
performance dip until later. For example, if it used to take 1 day for
the 16M mem to fill up, it will now take 8 days.. maybe that's OK for
you (a weekly restart?)
