Set-Cookie header when 304 response ( related to Bug 18388 )

Hello. I'm Masanori Daiba in Japan.

I have 3 questions related to "Bug 18388".

Actually, I referred the archive of mails below but I did not understand
what the result of the discussion was.

"Bug 18388: Set-Cookie header not honored on 304 (Not modified) status"
in http://mail-archives.apache.org/mod_mbox/httpd-dev/200306.mbox/thread

I have understood following from my experience.

Apache http version 1.0.39
returned Set-Cookie header when the response is HTTP/1.1 200 OK, HTTP/1.1 
304 Not Modified both.

Apache http version 2.0.46
returned Set-Cookie header when the response is only HTTP/1.1 200 OK, but 
not HTTP/1.1 304 Not Modified.

Question1:
This differences of behavior is the differences of Apache Httpd's 
specification?

Question2:
Is there any configuration parameters to return Set-Cookie when the 
response is 304 using Apache 2.0.x?

Question3:
Additionally, I really would like to know that the latest version's 
behavior related my question.
