This might be a silly question, but
why would you want to restart Apache?

I mean the Start Menu, not the Icon Tray, there you can see the shortcuts
to some necessary actions like "Stop", "Start" and
"Restart". Check the syntax for the "Restart" option
(which I can't remember right now) and schedule that on windows, I use
