As Sander says, static HTML *cannot* be inside a ScriptAlias directory. That's the bottom line... There is no one-line directive to do what "used to work" you would have to do something very complicated like individually identifying all programs with <Files> containers and AddHandler directives (see http://httpd.apache.org/docs/2.2/howto/cgi.html for details). If that config is no longer available, then it would be less pain in the long run to reformat the site, putting CGI stuff in the ScriptAlias dir and static content elsewhere.
