perl scripts suddenly failing

Hello,

In the last few days, existing cgi scripts that had been working fine, now fail with an apache 500 error. The exact error getting logged by apache is:

[Wed Apr 4 12:01:47 2007] [error] [client 71.233.250.53] (35)Resource temporarily unavailable: couldn't spawn child process: /home/user/cgi-bin/test.cgi

test.cgi is a simple hello world perl script. In the apache conf for the site I have:

ScriptAlias /cgi-bin/ /home/user/cgi-bin/
      <Directory /home/user/cgi-bin>
              AllowOverride None
              Options None
              Order allow,deny
              Allow from all
      </Directory>

"which perl" shows /usr/bin/perl

This is running on Mac OSX 10.3.9 on a G5 xserve with the latest updates. Any suggestions for further troubleshooting or solutions are appreciated
