You have at least a couple of issues here... Some ideas:

Re network issue: You have two computers on your LAN behind the router.
External access via no-ip always connects to XP box, never to Debian
box, correct? If so, looks like router is routing all packets to XP box.
Solution: Adjust configuration of router... (obviously OT this list -
see manual for router..)

Re editing websites: Apache does not, by default, support the methods
that are need for distributed authoring and versioning (ie, PUT, DELETE
etc.) You need to install mod_dav to enable that functionality, see:
http://httpd.apache.org/docs/2.2/mod/mod_dav.html. 

Solve issue 1 first then start thinking about issue 2...
