Did you get it working *with* extension? (Start with that, then move on
to more complicated things...)

If the URL is different from the real file name, you need to use either
Alias (if only a few files) or a RewriteRule (for a general solution).

AllowOverride applies to .htaccess files - but you said you don't want
to use them... :-/ The best thing is to configure httpd.conf...
