1. yes.
2. it's non-trivial.
3. it's possible to compile mod_php.c in, it's also possible to compile in
   all of mod_php.c and the php4ts.dll modules.  The definition of static
   can vary.
4. it offers no measurable performance improvement.

Is there any particular why?
