Yes.

By reading carefully the documentaion on the subject:
http://httpd.apache.org/docs/2.2/mod/mod_proxy.html

TIps: you need the base module mod_proxy and the add-on module
mod_proxy_connect and you need to use the directive AllowCONNECT. See
docs for details...
