Generally you want forward slashes. You don't need the port if it's 80, as that's what the default is.

Can you access http://localhost or http://127.0.0.1 on your computer?

I get no answer on port 80 on the IP you gave.

So, it's possible apache ISN'T running.

Port 80 isn't forwarded if you're behind a NAT gateway.

What O/S?

Are you behind a NAT router?
