If you cannot see the below graphic, it is a black diamond with a white
question mark inside it.

You are sending the wrong charset in the Content-Type HTTP response
header.  Check the AddDefaultCharset directive on the two systems.
Simply commenting it out often does the trick if you html docs have a
charset in their headers.
