Mmm, odd, I'm indeed not able to reproduce it any more. Well, great :)
my question then turns into a simple request: could

AddCharset BRF .brf

be added to apache's default configuration, and the brf extension added
to the text/plain mime type?

You can file a report in the apache httpd issue tracker about that.
But you would probably need to provide substantial evidence that the
.brf extension is never used for anything else.  In addition, as of
2.2, we don't do AddCharset in the default config file.
