side comment / off topic but whats up with the 'target="_blank"' in the html. it'd be pretty annoying to have a new window / tab open just to download a file.

Yep - 302 is a redirect. You must have a redirect or rewrite rule
somewhere in your config (main or included file) or in a .htaccess file.

BTW, if you want the client to save the file with no fuss, you'll need
to specify an appropriate mime-type.
