RewriteRule - Trailing slash required on Url

After installing RoR on Apache 1.3 there is a problem with the trailing
Slash

Problem
This url displays the site
1. http://www.yourtestdomain.com/rails/
but this displays 400 Bad Request
2. http://www.yourtestdomain.com/rails

Here is the .htaccess
