Also, I am able to see the test page on another machine in the same room (and probably connected to the same network). Is this at school? at home? at work?

Likely the port (whatever port you are using) isn't forwarded or available from the intranet to your machine.

Are you behind a NAT gateway? Do you have a 192.168.X.X IP address?
