[users@httpd] Restarting Apache

I'm a newbie to Apache, actually, a dummy (: 

Can someone please explain to me,
why am I allowed to restart Apache with 

httpd -k {restart|graceful} 

while working in shell interactively,
and am failed to do so if it's done
as a part of shell script started by cron?
