[Do you know that you are sending html mail with font size="1" (the
smallest possible size -- almost unreadable)?  This almost caused me
to delete your email without even reading it.  If you must send html
(and you really shouldn't), at least use a decent-sized font.]

The trailing slashes need to match.  Try
Alias /fred /fred

You may also be missing some crucial modules like mod_dir.
