When a user who supports HTTP compression gets the same URL twice, they get it with HTTP compression the first time, but without compression on subsequent times when it gets served from the cache. The data file in the cache reveals that it's uncompressed there.
Use 2.2 which has proper Vary support and lots of other bug fixes in the cache.
